On September 26, 2024, the 11th meeting of the Standing Committee of the 14th People's Congress of Shandong Province passed the "Shandong Advanced Manufacturing Promotion Regulations" to provide a strong guarantee for the rapid development of Shandong advanced manufacturing industry with high quality. The Regulations point out that the provincial people's government and its relevant departments should establish and improve the industrial technology innovation mechanism, focus on key areas of manufacturing, integrate and gather innovation resources, promote key common technologies, cutting-edge leading technologies, modern engineering technologies, and disruptive technological innovation, promote the deep integration of scientific and technological innovation and industrial innovation, and accelerate the realization of high-level scientific and technological self-reliance.
In order to promote the transformation of manufacturing to high-end and intelligent, special emphasis is placed on the importance of scientific and technological innovation. The regulations support manufacturing enterprises to set up research and development institutions, jointly establish innovation consortions with universities, scientific research institutions and upstream and downstream enterprises in the industrial chain, jointly carry out basic research and industrial common core technology research, and improve the incentive mechanism for the transformation of innovation achievements. In recent years, relying on the enterprise's own research and development platform, adhere to the principle of scientific and technological innovation, through school-enterprise cooperation, project construction to achieve industry-university-research integration, in order to promote the development of China's fatigue testing technology, to achieve the vigorous development of advanced manufacturing industry.
